Vote Cascadia is excited to endorse Andrew Saturn for Public Utility Commissioner for Thurston County, Washington (District 1, non-partisan), and would like to thank Andrew for being one of the first candidates to work with us as we constructed our endorsement policy and framework.
For those unfamiliar with the Thurston County PUD, it is a publicly owned water utility that operates 273 water systems, mostly in Thurston County but also in southern Pierce. More than 70 percent of its customers are in Thurston County — the largest service area is in the Tanglewilde area — and it provides water to residences, schools and businesses. Its annual operating budget is a little more than $5 million and it employs 25. It is responsible for operating 303 water systems in Thurston County, and often acts as a satellite management agency, helping about 10 other public and private water system owners in diagnosing and resolving issues and improving their own systems. With over 8,400 direct customers, and over 600 via outside systems, the PUD serves over 9,000 customers combined.
As one of Washington's smallest local governments in the county, this is a perfect opportunity for the idea of localized democracy, and community inspired and led resiliency to be able to be able to thrive and set itself as an example for the rest of Cascadia to follow. Saturn is running on a platform of providing new services, such as publicly owned high-speed broadband internet, will be a priority of this campaign.
Andrew Saturn is currently running against incumbent Linda Oosterman, who holds the District 1 seat. Commissioners serve six-year terms and represent three districts in Thurston County, similar to county and Port of Olympia commissioners. Commissioners Olsen and Stearns are not up for election.
Saturn is running a campaign based only on small, grassroots donations, has taken the Pro Truth Pledge and follows the principles as outlined by the Vote Cascadia bioregional pledge. He has been endorsed by the democratic and green party of Thurston County.

Meet the Candidate
Hi, I’m Andrew Saturn, and I’m running to be your Public Utility Commissioner for Thurston County, Washington (District 1, non-partisan).
I grew up in rural Ohio. My father was a CWA Union Typesetter, and my mother worked for Highlights for Children, an educational children’s magazine. They taught me the value of hard work and taking care of others in your community. After college, where I studied engineering and worked in the IT department, I moved to the Pacific Northwest to pursue a career in design. I’ve lived between Seattle and Portland for the past decade, and plan to stay here in Thurston County.
I’m a member of a labor union, IWW IU #560 (Olympia), currently working as a freelance software coder and graphic designer, with varied interests and hobbies ranging from the maker community to restoring vintage motorcycles. I also am a founding member of the Olympia Printing co-op, where I serve as Treasurer-Secretary.
